Cape’s Coastal Paint Fails Because Prep Costs Less Than Repainting

A Cape Town homeowner who repaints their sea-facing exterior every second summer is not unlucky with paint. They are running a subscription service for a problem they keep creating. The flaking, chalking, and blistering that reappear within twenty-four months are not verdicts on the tin of Dulux Weatherguard or Plascon Wall & All they chose. These are the surface expression of failures locked into the wall during the previous “prep” job, which in most cases amounted to a labourer with a wire brush and a broom.

The coastal belt from Sea Point through Hout Bay to Noordhoek presents exterior coatings with an environment more aggressive than almost any comparable latitude. Salt particles suspended in the southeaster deposit on north and west faces, drawing moisture through hygroscopic action and generating osmotic blistering. The Cape Doctor drives rain horizontally into hairline cracks with enough velocity to saturate plaster to depth. UV indices here are among the highest measured globally, photodegrading polymer binders and embrittling paint films before their rated flex cycles expire. No topcoat, whatever its price point or marketing claims, can outlast substrate contamination, active corrosion, or moisture trapped beneath it. The paint fails because the wall underneath was not made ready.

What proper coastal preparation actually requires

The specification for durable coastal repainting runs to four stages, each with its own products, dwell times, and verification steps. Contractors who quote competitively often compress these into a single morning, with predictable results.

Cleaning and decontamination begins with high-pressure washing at 1500 to 2500 PSI, not to strip sound paint but to remove loose material, dirt, and superficial salt. The critical step that follows is a SABS-approved fungicidal wash, Plascon Fungal Wash or Dulux Fungicidal Wash, applied and left to dwell for two to four hours before rinsing. In shaded elevations where algae and lichen establish themselves, this step is non-negotiable. Painting over live spores seeds failure into the new film; regrowth will push through within a season. Severely salt-contaminated surfaces may need neutralising treatment or repeated fresh-water rinses, with drying time allowed for residual salts to crystallise and be brushed away.

Substrate stabilisation follows. Every loose or flaking edge must be scraped and wire-brushed back to a firm shoulder, then feathered to prevent telegraphing through the new coats. Hairline cracks to 2mm take a flexible acrylic exterior filler such as Polyfilla Exterior Crack Filler or Dulux Trade Flexible Filler. Structural cracks demand opening, cleaning, and packing with cementitious repair mortar or compatible elastomeric sealant. Any exposed metal, window frames, gate components, or rebar must be ground to bright metal, treated with rust converter, and primed with zinc phosphate or red oxide primer such as Dulux Metalshield Etch Primer or Plascon Rust-Block before the general priming coat.

Priming and sealing addresses the specific chemistry of the surface. New plaster or cementitious repairs require an alkaline-resistant primer, Plascon Plaster Primer or Dulux Masonry Primer, to block efflorescence. Chalky or friable existing paint needs a penetrating bonding liquid, Plascon Universal Undercoat or Dulux Trade Bonding Liquid, to consolidate the surface and provide a uniform anchor for the topcoat. Every repaired area, every spot of exposed plaster, every treated metal section must be spot-primed. Skipping this produces differential absorption, which produces patchy adhesion, which produces the flaking that will be blamed on the colour coat eighteen months later.

Drying is the stage most aggressively compressed by contractors working to programme or homeowners impatient for the scaffold to come down. Coastal humidity extends drying times beyond inland norms. A moisture meter reading below fifteen percent is the verification; guessing by touch is not. Paint applied over damp substrate traps vapour that will blister and delaminate as it seeks escape.

The cost structure that reveals the false economy

For a typical two-storey, three-bedroom house with approximately 200 square metres of exterior wall, the cost difference between inadequate and thorough preparation is substantial upfront but reversed catastrophically over a decade. These figures derive from Cape Town contractor quotes gathered in early 2024 for mid-range systems such as Dulux Weatherguard or Plascon Wall & All.

The “brush-off” approach, with its two-year lifespan, runs to roughly R16,500 to R26,400 per cycle: minimal prep labour of one to two days, negligible prep materials, three to four days’ painting labour, sixty to eighty litres of paint at R800 to R1,000 per five litres, and ancillaries. Repeated every two years, this consumes approximately R107,000 over ten years.

Thorough preparation, with an eight to ten year lifespan, costs R24,500 to R38,300 initially. The preparation labour extends to four to seven days for two painters. Prep materials include fungicidal wash, crack fillers, corrosion treatment, and twenty to thirty litres of primer at R2,000 to R3,000. The painting labour and paint quantities remain similar. Over ten years, allowing one repaint at year eight, the total falls to approximately R39,000.

The premium for proper preparation, roughly forty-six percent higher on day one, delivers a sixty-three percent saving over the decade. The labour cost of doing it properly, even at the upper estimate of R10,500 for prep, is less than half the cost of a single premature repaint. Every shortcut is a loan with punitive interest.

How contractors cut corners and what it costs you

The pressure to win tenders or satisfy impatient homeowners drives systematic omission. The fungicidal wash is the first casualty, replaced by a hose-down that leaves mould colonies intact. Drying times are ignored; primer goes onto walls still damp from washing or from the previous night’s rain. Crack repair is skipped or executed with interior-grade rigid filler that reopens within weeks as the substrate moves. Corroded metal is painted over rather than ground and converted. Each omission saves a day and a few hundred rand. Each omission also removes years from the paint system’s life.

The immediate consequence is a surface that looks acceptable at handover. The long-term consequence is moisture ingress through unrepaired cracks, active corrosion continuing beneath the film, biological growth pushing through from underneath, and trapped vapour forming blisters that flake away to expose the original problem, now worse. The homeowner sees the topcoat failing and concludes the paint was poor quality. The paint was fine. It was asked to adhere to a wall that had not been made adherable.

What to specify on the order

For a coastal repaint that will survive its warranty period, the specification document should include: high-pressure wash with minimum 1500 PSI; SABS-approved fungicidal wash with documented dwell time; moisture meter verification below fifteen percent before priming; all loose material removed to firm edges; flexible acrylic filler for cracks to 2mm, cementitious repair mortar for structural cracks; metal ground to bright metal, rust converter applied, zinc phosphate or red oxide primer; alkaline-resistant primer for new plaster, bonding liquid for chalky surfaces; spot priming of all repairs and exposed substrates; and topcoat applied only after documented drying. No item is optional. The Cape coast does not permit half-measures.
